Devon Dennis, of Hartford, was charged with second-degree murder and second-degree attempted murder in the May 12 shooting in Brookfield, Vermont, Vermont State Police said.
Juan Sierra, age 27, of Springfield, was shot in the chest and killed after driving to Vermont with Miguel Fuentes, 29, police said. Sierra died at the scene, but Fuentes, who was wounded in the attack, sped away on Route 14.
A Good Samaritan called 911 when they found Fuentes bleeding and near death in the car after it stopped, Vermont police said. Paramedics rushed him to a hospital, and he survived his wounds.
Police said the shooting was drug related.
Dennis left for Jamaica the day after the attack and remained there until last week, Vermont police said. Homeland Security agents arrested him at John F. Kennedy International Airport in New York on Saturday. Prosecutors will extradite Dennis to Vermont to face the charges.
